5 Steps to Get Licensed in California

Use this as a practical roadmap. Your state may allow or require a different order for education, examination, application, and fingerprinting.

  1. 1

    Complete pre-licensing education

Complete the education required for your license type through an approved provider. Course format and completion time vary by state and provider.

    Start the JustInsurance Course
  2. 2

    Schedule your California state exam

Register through PSI Services LLC, the testing partner for the California Department of Insurance. Use the provider's current portal to confirm available testing formats and appointments.

  3. 3

Pass the California life insurance exam

Review the testing provider's current identification, arrival, and remote-testing rules before exam day. Use the official content outline to guide your preparation.

Retake policy: A new PSI appointment and examination fee are required for another attempt. Confirm current scheduling and cancellation rules in the PSI portal.

  4. 4

    Submit your license application

After passing, file your application through NIPR or your state's online portal and follow the documentation requirements for your license type.

Fingerprinting: Capital Live Scan, California DOI's fingerprint vendor; the March 2026 bulletin lists a $74 total vendor fee

  5. 5

    Get appointed with carriers

A license alone does not authorize work for every carrier or product. The Price Group can assist with carrier contracting, subject to carrier approval and applicable state requirements.

How to become a life insurance agent in California in 2026

Step 1: study the California Life license examination objectives. Step 2: complete the approved 12-hour ethics and California Insurance Code course before license issuance. Step 3: pass the PSI Life examination. Step 4: submit the license application and $188 filing fee. Step 5: submit fingerprints after the application through the California DOI's Live Scan process. Step 6: monitor the application until the license is issued.

The 12-hour course does not have to be completed before the examination, but it must be completed before the license can be issued. The examination result is valid for one year.

How much does a California life insurance license cost in 2026?

California's current fixed state, examination, and fingerprint fees total $317 for one attempt: $55 for the PSI Life exam, $188 for the license filing, and $74 through the Department's Live Scan vendor.

Add the price of the approved 12-hour ethics and California Insurance Code course. Using TPG's advertised $149 course price, the working estimate is $466 before optional study materials or exam retakes.

The Life-Only and Accident and Health license types can be selected together on the initial examination and application for one filing fee. Applying for the second authority later can trigger another filing fee.

California Life exam: questions, time, score, and fee

The March 2026 PSI candidate bulletin lists 75 questions and 105 minutes for the California Life examination. The required passing score is 60%.

California's licensing fee schedule lists a $55 examination fee for Life-Only, Accident and Health, or the combined Life Agent examination.

Use the current California License Examination Objectives as the study guide because the state updates the objectives periodically.

How many prelicensing hours are required in California in 2026?

Starting January 1, 2026, California removed the former 20-hour product-specific prelicensing requirement for life applicants. The approved 12-hour ethics and California Insurance Code course remains required before license issuance.

Exam-preparation courses based on the Life examination objectives may still be useful, but they are not the same as the mandatory approved 12-hour ethics/code course.

How long does a California life insurance license take?

California does not promise one universal turnaround. The timing depends on course completion, PSI availability, fingerprint processing, and the Department's application review.

The examination can be taken before the 12-hour ethics/code course is complete, but the license cannot be issued until the course and fingerprint requirements are satisfied. The passed examination remains valid for one year.

California Life-Only fees at a glance

Approved 12-hour ethics/code course: provider price varies; TPG currently advertises a $149 option. PSI Life exam: $55. License filing: $188. Department Live Scan vendor: $74.

California requires 24 hours of continuing education per license term for Life-Only and/or Accident and Health agents, including three hours of ethics within that total.

The TPG perspective

Selling Insurance in California

What the California insurance market actually looks like for new agents, from a remote-first agency that writes business here every week.

California's Life-Only Agent license authorizes life insurance, endowment, and annuity transactions. Accident and health authority is separate, although applicants can select both license types on the examination and initial application.

TPG supports remote California agents working by phone. Carrier access, product availability, and contract levels remain subject to the authority on the agent's license and each carrier's approval.
